According to law currently in effect, the owner of the building must appoint the authority exercising Owner Supervision to the building before starting construction; Owner Supervision must be exercised from the beginning of construction until getting a Permit for use of construction works. Owner Supervision is regulated foremost by Building Act paragraph 30 and the government’s regulation “Owner Supervision Procedure for Buildings”.
The main objectives of Owner Supervision:
- inspection of the compliance of the building design documentation with requirements, during which Owner Supervision inspects the composition integrity of the building design documentation and whether it complies with the formal requirements of the building design documentation, including the inspection of whether the person who has prepared the building design documentation or the person responsible for preparing it and the person who has inspected the building design documentation or the person responsible for inspecting it complies with the requirements prescribed by legislation. The inspection of the compliance of the building design documentation with requirements does not entail expert assessment of building design documentation
- inspection of the compliance of construction with the building design documentation
- regarding compliance with requirements of the construction products used, Owner Supervision inspects whether the construction products used during construction have a certificate of conformity or other documents, which certify that the respective construction product complies with requirements
- Owner Supervision inspects and requires that technical construction documents are formalised timely and in compliance with requirements, and inspects whether the contents of prepared technical construction documents correspond to fact
- during the inspection of construction work quality, Owner Supervision continuously and with a reasonable frequency inspects the builder’s activity while constructing the building
- Owner Supervision inspects the general maintenance of the building and the construction site, the safety of the building and the construction site to the surroundings, in order to ensure environmental safety and prevent the spread of damage to the surroundings arising from construction
- Owner Supervision observes that the builder adheres to the schedule of construction work and notifies the Customer of deviations
